    I am Independent surveyor in survey profession for the last 24 yrs & as Surveyor services to 2 Public Sector General Insurance Companies having HO in Four metros. I got the surveyor License from Insurance Regulatory and Development Authority (IRDA) renewed after every 5 yrs & Fellow member of Indian Institute Of Insurance Surveyors & Loss Assessors (IIISLA) promoted by IRDA & our institute is a professional body recognized by Govt of India vide Section 82 of the insurance Amendment Act 2015.

    I am SLA in Indore (MP) & provide service in analysing, quiantifying & assessing the loss as per policy conditions of Insurance in the event of a claim & thus facilitate or pave the way for smooth & transparent settlement to the policy holder in distress. Our survey fees & Expenses are paid by the insurance companies for the services rendered & all the payments are made in our a/c through Electronic Fund Transfer (NEFT) only & after deducting the TDS. where us as an independent surveyor i am not charging service tax in my survey fee bills.

    My Gross receipts from profession from last 5-6 yrs has been less than 3 Lacs & as per GST rule, same is exempted being below 20 lacs..
    But, as per one rule if I am surveying loss of any policy of other than home state eg., Rajasthan, Bihar, Delhi . etc, it will be treated as interstate services & it is mandatory for GST regn.& after I have to charge same for Home state services
    also though same is occasional i.e. about 5-6 survey in one year with fee bill total approx Rs 25000/- incl expenses. If I do not charge it insurance company of other state has to pay by RCM which is not accepted by insurance companies & compelling us to take GST regn. By this from one hand the SGST & CGST will bepaid to me which will be deposited by me & & from other hand it will be deducted from the GST amount recd on each & every policy issued by them. Thus there will be no value addition in in terms of additional GST revenue income in Govt treasurybut only increased workload on the GST officers therby increasing Cost to Govt without additional income. This is an avoidable expenses to the Govt, Banks & GST staff & officers which can be better utilized for other revenue generating works.

    No surveyor is happy as insurance companies wish to avoid RCM, thereby compelling Surveyors for GST regn & defeating very purpose of Exemption Limit of Rs 20 Lacs.

    In view of above I hope you would give due consideration to my request & take a suitable decision in the matter that would lessen the burdenn & cost on on the surveyor professionals (about 8000 working all over India), the insurance companies & also the GST officials without generating a Single & Extra Rupee in form Tax collection.
